Regulation for International Students’ Accommodation in
Beifang University of Nationalities
(2016 Trial)
SECTION ONE GENERAL
1. This regulation is drafted to regulate the management of foreign students’
accommodation, creating a harmonious, safe, tide and comfortable environment
for learning and living.
2. The students with ordinary passports, who have registered in Beifang University
of Nationalities, can apply for foreign students’ dormitory. The length of stay is
restricted to the length of learning or the active time of "Residence Permit for
Foreigners".
3. The foreign students’ dormitory of BFUN is arranged and managed by the School
of International Education accordingly and uniformly.
4. The foreign students living in the dormitory should accept and strictly keep to this
regulation, follow the procedure to check in, conform to the demand of
management and work together with school.
SECTION TWO ROOM ARRANGEMENT
Part One Check In
5. International students who apply for on-campus accommodation must arrive,
register and pay required amount of fees according to the arrival time indicated
on the letter of admission.
6. Residing international accommodation, students are required to provide original
copy of “Letter of Admission” and personal passport for registration and signing
up of residency. Accommodation deposit of RMB500/person must be paid to
proceed with lodging registration. The relevant room equipments such as the
room key and TV remote control are only given upon the payment of deposit.
7. All residing international students must sign the <<International Student
Accommodation Registration Form>> and deal with relevant formalities of exit
and entry administration timely.
8. All language and qualification students as well as bursar and exchange students
who reside in the accommodation, once registered successfully and finished all
payment, must follow the School’s unified arrangement of the accommodation.
9. Must all check in within a week to proceed with registration, accommodation
arrangement and residency permit, health checks, insurance etc.
10. Upon arrival, students must sign the <<Beifang University of Nationalities
International Student Residency Contract>>. Please read the Contract carefully
for the << International Student Accommodation Inventory List>> for relevant
prices of all furniture, facilities and items within the accommodation building.
After entering the room, please check all items according to the room list.
Should there be any defects, please notify the School’s Office for repair. When
carrying check-out procedure, the School’s staff will check inventory status for
any damages or loss incurred by your residency and charge accordingly for
compensation.
11. Students entrance card and any facilities in the accommodation must not be lent
or taken up as personal items.
Part Two Changes
12. International students in principle are not allowed to change rooms after
check-in. If there are special circumstances, the School must be informed and
submit application for room change in paper by writing, the School decides
accordingly for approval. Should any change is required by the University, please
move accordingly and cooperatively for common purpose.
13. For the automatically vacant beds, the administration will arrange them all
together. Student should submit to the arrangement.
Part Three Check-Out
14. Graduates or leavers must move out rooms and remove all personal belongings
and leave public properties in good conditions, and return room key upon
checking out. Must keep room and sewers of the room clean and in a usable
condition. Only after signed by the School’s staff after room inspection during
check-out, the settlement and refund of deposit procedures will proceed. Only
with display of deposit invoice with room key and remote control the deposit will
be refunded. Should there be any damages found during inspection stage, the
School will charge extra or deduct accordingly from deposit.
15. After completion of courses, all personal belongings must be moved out of the
accommodation room within given period. Otherwise, the School reserves right
to deal with remaining stuff within the room.
SECTION THREE ACCOMMODATION FEE
16. The School’s international students are currently charged RMB7200/academic
year. Such fee should be paid fully upon arrival. Firstly, each room is for the
residency of two students which includes a flat-screen TV, channel box, a set of
table,chair,desk/person, independent bathroom and shower, wardrobe, bedside
table, beddings and all bed-related sheets and pillows. Secondly, there is also
publically shared area of kitchen, washing area and leisure area with all
publically provided equipment and facilities in these common areas.
17. The procedures of accommodation requires a one-time payment of RMB500
deposit for the room’s residency. Only if deposit slip is presented and the room
is returned back in good condition, the full amount of deposit will be refunded.
18. If your room is checked out within first two weeks of residency due to approved
reason, the room is charged by actual days of lodging. If you require to check out
due to change of personal circumstance after the first two weeks of residency,
accommodation fee will not be returned (except proved illness or resignation of
studentship).
19. All accommodation fee plus deposit must be paid fully at required time to
receive room key and remote control. If any items are damaged, relevant student
is charged according to inventory price list.
SECTION FOUR REGULATIONS
20. All students must act abide by Chinese laws and regulation as well as that of the
University and the School concerning safety of all international students. All
must act according to this Regulation. The room should not be used for any
illegal or forbidden purposes which not abide by Chinese laws and University
regulations.
21. If a room is vacant with an extra bed, the School will rearrange taking in
consideration of cultural difference and habits.
22. Residing students must not rent out or sublet the usage of the room or lodging
any other university students or people
23. In principle, students must not change rooms on their own. Should there be any
need to change rooms amongst residents, one must provide Room Change
Application in written for School’s staff to see fit for change.
24. Students should not undertake the activities that violate the Chinese laws and
rules or the school regulations in dormitory. Students should not transfer, sublet
rooms or accommodate others without permission. Students should take good
care of public property,make use of the furniture and facilities in the dormitory,
and well-keep the different kinds of remote controllers. If there is any problem
to the equipment, students can report to the information desk for repair.
Students should not contaminate, damage, disassemble or repack the
equipment without permission. If there is any man-made damage or lost, the
compensation should paid at actual price by the students who use it; if the
damaged article is not claimed, the compensation should be shared by all the
roommates; equipment in public parts should not be move ad arbitrium.
25. Take care of both room appliances and public goods. Must not damage any
surveillance equipment, fire extinguisher, fireplug, emergency lighting, wall signs.
Must not leave footprints or scribble on walls or doors in this accommodation
building. Any man-made damage on equipped facilities or public goods will be
charged with compensation accordingly.
26. The dormitory is equipped with the TV, air-conditioner, phone, water heater,
mini-bar and so on. Except for the qualified and safe reading lamp, radio, charger,
computer and electric hair dryer, which can be self-provided, students can use
other unlisted appliances with the agreement after applying in written forms to
the administration section. Students are forbidden to change the color of the
inside wall, use self-provided high-power appliances, string the wire, satellite
aerial and the cable line; if it appears, those who use it should be penalized.
27. Students should comply with the fire-prevention regulations and avoid the fire
disaster. Students are forbidden to open the jack box and extinguisher privately.
Inflammable and explosive dangerous goods should not be stored in the
dormitory, open flame should not be used and the cigarette ends should not be
littered. Students who violate the above-mentioned regulations, leading to the
fire disaster should compensate all the losses; severe violators shall be
prosecuted for their criminal responsibility by judicial organs according to law.
28. Must apply correct usage of all kinds of facilities, furniture, keep all kinds of
remote control, should there be any dysfunction, please report to the School’s
office immediately for repair. No man-made pollution, damage, disassembly,
unpermitted modification to any facilities within the building. All equipment and
facilities is for residents’ use only, should not be used by any other unauthorized
personnel. If identify clear responsibility of actual damage made to any facilities,
the relevant student is charged according to price list. If the damage is caused
but no one is identified responsible, both roommate will share the cost of
compensation.
29. Students should keep tide inside and outside. Sundries and personal goods are
not allowed to place in public areas like the ally. Students should not scribble or
paste on the ally wall, and should not spit, pour water, litter the rubbish、paper、
cigarette ends or wine bottles outside the window or to public areas.
30. Pets should no be brought up in the dormitory.
31. There are cleaners responsible for the sanitation of the public areas, and
students should take care of the indoor sanitation. Property Management
provides each dormitory with necessary cleaning supplies.
32. All students should strictly obey the fire safety rules to prevent the danger of
conflagration. All student must not destroy any fire safety facilities, must not use
any objects with open flame and must not throw cigarette ends. Anyone who
has violated the above rules of fire safety and caused damage will face a serious
penalty of full compensation to the damage and be handed over to the judicial
institutions for investigations of any possible further criminal responsibilities.
33. All students should keep their personal properties, any credentials, and
certificates safely. Do not leave cash and valuables objects in the
accommodation room and make sure all the doors, windows and exits of the
room are closed locked safely when you’re leaving the place. The school does
not take any responsibility for any lost happened in the accommodation room. In
case of any emergency happened in the accommodation, all students are
required to inform the school administration office at the first time of the case
happened.
34. Keep the accommodation room clean and tidy. Do not put any personal stuff and
objects over the corridor of and it is not allowed to draw, paint or post on the
wall of accommodation. It is not allowed to throw rubbish or spit outside the
window. Throwing trash, papers or any plastic objects into the toilet sewer is not
allowed and all students should work together to keep the public room clean
and tidy.
35. The school provide all international students with a pack of bedding article at his
check in of the accommodation. Students themselves should manage all the
other daily use accessories. Public areas of the accommodation building will be
cleaned by the school cleaner, and each accommodation room should be
cleaned by students themselves, the school will provide each room with
necessary cleaning tools.
36. Keep the accommodation room and public places quiet and all students should
not disturb others’ rests and studies. Smoking, alcohol drinking, gambling, loud
noise and loud music are also not allowed in the accommodation room.
37. It is strictly forbidden to do any missionary work or religious gathering activities.
38. In case of usual maintenance (air conditioning, pipelines, fire service facilities
etc. ) that would require staff to enter the accommodation room, the
accommodation will notify the students orally or by post in advance. In case of
emergency (fire, medical aid etc.), the accomdation staff can enter the room
without notifying the student in advance. Student should provide all the possibly
cooperation. All students should not reject the staff from entering the room or
change the door lock without permission, otherise may result in serious effect.
39. In case of any of the following rules been violated by any student, the school will
hand the student over to the judicial institutions for investigations of any
possible further criminal responsibilities: drunkenness, fights, harm others
personality, endangering the safety of others, use or store inflammable and
explosive dangerous goods or toxic substances, watch and dissemination of
pornographic materials, financial theft, extortion, diddle others property,
dissemination of pseudo-science, insulting others religious beliefs, and other law
prohibiting behaviors.
40. All students must abide the school schedule. Considering the student’s study
and living in the accommodation, the international student accommodation do
not allow visitors and do not allow students to read entrance card for strangers.
All students must not allow others to stay overnight in the accommodation.
41. All international students are not allowed to stay overnight outside the school.
The school DO NOT take any responsibilities for the student if the student leave
the school to stay overnight without permission in advance.
42. All students must return before 11.30 Monday to Friday during residency and
12.00 during weekends. Otherwise individual will receive warnings which affect
any application of scholarship.
43. Any violation of above basic regulations is disciplined and charged according to
particular actions. If severe, relevant student will be banned from School site
with no refund of any payment.
SECTION FIVE DIRECTIONS FOR FIRE HAZARD AND USAGE OF WATER AND
ELECTRICITY
44. Use with care and look out for savings of water and electricity whilst lodging.
Please make sure you switch off all lights and electronic chargers for fire hazard,
and turn off water tap cautiously.
45. All rooms have standard provision of basic equipment. Except licensed and safe
lighting, charger of any kind, laptops and hair dryers can be self-equipped.
46. Be very cautious when use electricity. Must not change electricity wiring of any
place inside the accommodation.
47. The room is strictly forbidden use of open flame, any appliance with high-power
such as electronic radiator or oven inside any rooms within this accommodation.
Must forbid any contact of flammable appliances on easily-flamed beddings or
clothes or materials.
48. These rooms are all smoke free for fire-hazard avoidance. Please smoke outside
of the rooms.
49. Must not keep any flammable, acidic, corrosive or poisonous items or fluids or
chemicals within the rooms for health and safety measures.
50. Should the above regulations are violated, particular actions will result in
relevant measure of discipline. Severe actions which may threaten the health
and safety of others will result in expel.
SECTION SIX REFERENCE
51. All important updates, regulations and activities will be informed through the
Board or School’s website. Please check for information regularly.
52. Any violations of above will result in relevant measures of disciplinary actions
from oral warnings, written warnings, and serious written warnings to expel of
studentship.
53. The School reserves all rights to the explanation of this Regulation.
54. This is a trial version, additional terms and conditions will be added according to
actual carrying out of this Regulation.
